New Whole House Refurbishment and Associated Works Framework

South West Procurement Alliance’s Whole House Refurbishment and Associated Works (WH2) framework is for the delivery of either individual measures or for refurbishment of buildings using multiple measures.

Fully OJEU compliant, the WH2 framework provides local authorities, housing associations and other registered providers of social housing with easy access for contractors who can deliver refurbishment works for the following:

  • The whole house refurbishment of tenanted housing properties
  • Tenanted and leasehold residential, low-rise, medium rise and tower blocks
  • Managed leasehold properties
  • Sheltered housing properties
  • Supported housing properties
  • Market rent properties
  • Student accommodation; and other tenures
  • Care homes

The framework is split into two workstreams which can operate independently of one another.

Workstream 1 – Individual Whole House Refurbishment Specialisms with associated works

  • Kitchens & bathrooms with associated repairs
  • Landscaping
  • Electrical works
  • Painting & decorating

Workstream 2 – Multi-disciplinary services

Covering all works listed in Workstream 1 with the following additional options:

  • Heating and electrical
  • Disabled adaptations
  • Supply, renewal of gas fired central heating and upgrading of boilers
  • Electric heating installations
  • Roofing
  • Electrical wiring
  • Cladding
  • Renewal of windows and doors, including fire doors
  • Fire detection, suppression systems, sprinklers

Project Value Bands

Workstream 1 contains the following annual value bands:

  • £250,000 to £2 million
  • £1.5 million to £5 million

Workstream 2 contains the following annual value bands:

  • £250,000 to £2 million
  • £1.5 million to £5 million
