About the Project
Cheltenham Borough Council, the South West Procurement Alliance’s Client, acquired the support of SWPA’s Regional Procurement Manager, Heather Rowland, to aid and support them throughout the Call Off process.
The Challenge
Often Local Authorities and the Public Sector struggle to find the time and resources needed throughout the procurement process, to reach project completion. Cheltenham Borough Council needed SWPA’s help in running their Call Off Mini Competitions.
The Solution
SWPA’s Call Off Service is offered on all frameworks and Dynamic Purchasing Systems with the purpose of supporting our clients by freeing up their time and resources, by running Call Off Mini Competitions on their behalf. The service provides our clients with professional expertise and support from project registration right through to formal award and is tailored to meet the needs of each individual partner and their project specific requirements. Additionally, Kaye Wills, SWPA’s Technical Support Manager, is then on hand to support with the project delivery which is part of SWPA’s Added Value Services offering.
The Results
After meetings to scope the project, timelines for each stage of the Call Off process were agreed and SWPA began to support Cheltenham Borough Council with the drafting of the tender documentation. Once the documentation had been finalised, SWPA uploaded the Mini Competition onto the eTendering portal. Throughout the tendering period SWPA monitored and responded to any questions from bidders. Following the tender deadline date, SWPA supported with the tender evaluation and prepared both a Tender Report for client approval and award letters for issue.
Benefits Delivered
SWPA, in helping Cheltenham Borough Council, completed two successful call offs, for asbestos surveys and asbestos removals, using Workstream One from the Asset Safety and Compliance (ASC1) Framework. Workstream One includes Asbestos Consultancy, Asbestos Surveys and Testing, and Asbestos Removal and Disposal Works. The projects received five bids on each tender, with both contracts due to commence in 2025. SWPA’s Call Off Service provided the Client with many benefits, such as saving money and time, as well as benefiting from SWPA’s quality procurement expertise and support.
