New Sprinkler Regulations for Care Homes

To enhance fire safety and protect vulnerable residents, new regulations have been introduced by the UK Government requiring care homes to install sprinkler systems. These changes are set to impact both newly constructed and existing care home facilities. Here’s a breakdown of what the new rules mean and why this matters to Local Authorities and Housing Associations currently managing care homes.

When did these regulations come into force?

The regulations officially came into effect in March 2025.

Why have these regulations been introduced?

Care homes accommodate some of the most vulnerable individuals in our communities, many of whom may have mobility issues, impairments, or require constant assistance. Evacuation can be difficult and time consuming in the event of a fire. Sprinkler systems provide early control, buying important time for residents to safely evacuate and preventing fires from escalating.

These changes follow a series of safety reviews and fire incidents, highlighting the need for more vigorous fire protection measures in environments where lives are at higher risk.

Do these rules apply to existing care homes?

Technically, the regulations only apply to new or existing care homes undergoing significant renovation. However, fire safety authorities strongly encourage older care homes to install sprinkler systems voluntarily as a best practice. While not legally required, doing so can significantly improve resident safety and peace of mind for families and staff.

Why should existing care homes consider retrofitting sprinklers?

  • Improved safety for residents by controlling fires at their early stages, making it easier to evacuate residents.
  • Reduced property damage by containing the spread of flames, therefore reducing potential repair costs.
  • Sprinklers start working before the fire brigade arrives, so containment measures begin earlier and improve safety.
  • Residents, families, and staff gain confidence that the place is safe.

Where should sprinklers be installed, and how many are needed?

Sprinkler systems in care homes should be installed throughout all critical areas. The number of sprinkler heads required will depend on a fire risk assessment and the size and layout of the building.

The South West Procure Alliance (SWPA) offers a Fire Safety (FS2) framework, which includes fire suppression systems installations (sprinklers).

This framework provides an excellent choice for Local Authorities and Housing Authorities to access a range of fire safety specialists. SWPA work with our Clients and Appointed Companies to ensure that, wherever possible, projects delivered using our frameworks leave a social legacy, which can be supported by social value and community benefit initiatives alongside the delivery of the works or service contracts.
