Introduction to the Framework

The SWPA Framework Agreement for Modular Buildings (design, manufacture, supply and installation) is available to public sector organisations in England and forms one of the SWPA Construction, Extension and Refurbishment portfolio.

Fully OJEU compliant, the Modular Buildings Framework provides public sector organisations with easy access to off-site manufactured, volumetric and panelised building systems for the use in non-residential buildings and residential projects where they are of mixed-use development or for student accommodation for schools and universities.

Workstreams

Workstream 1 (WS1)

Permanent Modular Buildings.

Relates to the supply and installation of all types of permanent modular buildings except healthcare

- Educational buildings

- Non educational buildings

- Buildings for use by emergency services

- Office buildings

- Community related buildings

Workstream 2 (WS2)

Healthcare Buildings.

Relates to the supply and installation of permanent modular buildings specifically related to the needs and requirement of healthcare providers

- Primary healthcare facilities

- Hospital wards and accommodation

- Specialist operating theatres

Workstream 3 (WS3)

Hire of Temporary Buildings.

Relates to the hire of temporary modular buildings; primarily focused on educational, offices and temporary healthcare facilities

Workstream 4 (WS4)

Refurbished Units.

Relates to the supply and installation of refurbished modular buildings either manufactured by the supplier themselves or from 3rd party manufacturers.

This may include the removal and refurbishment of buildings already owned by the client.

Super Lot

Under each workstream a Super Lot is operated where a client may carry out a mini competition to all other companies within the workstream if they do not receive sufficient expression of interest from those companies within the workstream and region initially selected. SWPA has aligned its activities to create the SWPA Lifetime Values, which uses the four key value capitals as identified in the value toolkit by the Construction Innovation Hub.

During the life of the framework SWPA will work with clients and appointed companies to promote, identify, implement, and monitor the impact of these value capitals, which could be supported by social value and community benefit initiatives alongside the delivery of the works or service contracts in meeting local and regional needs.
